Solar panels & Windmills Inspection Process

The process of installing solar modules or wind turbines needs to comply with an inspection process.

To apply for inspection of solar modules or wind turbines please register and submit your request using the Certified Electrician (CE) Portal. The following information is required.

  • Your name and contract information
  • Type of installation: Solar or wind turbine
  • The address of the intended installation
  • The total kilo-Watt (kW) of the system

Once submitted, N.V. ELMAR will inspect the location and verify whether the grid can support renewable energy at the poposed installation site. Upon preliminary approval, N.V. ELMAR will provide an information package to initiate the official inspection request process (keuringsaanvraag).

The customer must select a Certified Installer (Erkend Installateur), who will proceed with the alternative energy inspections request (keuringsaanvraag) on their behalf.

The Certified Installer must submit the following documentation:

  • A completed and approved preliminary code (PAC) 

    Take note: the PAC code is valid for one (1) year and will expire after that period

  • Latest inspection card (Keuringsbewijs) of the parcel installation
  • Identification of the owner
  • Proof of ownership (Bewijs van eigendom; Dienst Landmeetkunde en Vastgoedregistratie (DLV) not older than six (6) months)
  • Proof of address (Adresbewijs)
  • Plot plan of the parcel (Situatietekening)
  • Installation diagram (Installatietekening)
  • Data sheets of: 

    - Solar Modules with used model clearly highlighted

    - Inverters with the used model clearly highlighted 

N.V. ELMAR advised applicants to contact the 'Dienst Technische Inspecties' (DTI), who can assist with all necessary documentation. The applicant may interconnect and have a digital bi-directional DG meter installed only after the system has been electrically certified by DTI.

The Applicant represents and warrants that:

  • The DG Facility is fully and accurately described in the Application.
  • All information in the Application is true and correct.
  • The DG Facility has been installed to Applicant's satisfaction.
  • Applicant has been adequately instructed in the operation and maintenance of the DG Facility.
  • Applicant is responsible for the integrity and safety of the requested installation.
  • Applicant is responsible for the integrity and safety of the requested installation.
